On 11 September 2018, the Parliament of Victoria enacted the Victims and Other Legislation Amendment Act 2018 (External link), which made amendments to the Children, Youth and Families Act 2005 (External link). The amendments clarify that relevant historical care and protection orders made by courts on the application of the state, were not convictions or findings of guilt. The amendments commenced on 31 December 2018.
